Upon clicking "Save Configuration" with "Force display on next visit" checked, the check box "Force display on next visit" does not stay checked after the submission. Is it just a dummy check box? Is there any real functionality to it?

It is not meant to stay checked, it is a run once option. It would probably be better off as a normal submit type button like the clear cache button on the performance page, if you read the text under it: "Reset the name of the cookie to force the display of the splash on next visit." all it does is reset the cookie so that the next time people visit the site it is treating them like they are visiting for the first time.
