Problem/Motivation

Since Drupal 11.2, core has disallowed saving existing default revisions as non-defaults: https://www.drupal.org/node/3543212
This has broken the Entity Moderation Form, but core's content_moderation equivalent has a simple fix: create a new revision on submitting it.

Steps to reproduce

Try to publish a draft version from the Entity Moderation Form shown on the 'Latest version' tab of a node that is handled by workbench moderation.

Proposed resolution

Copy the createRevision() call from the equivalent in content_moderation.

Remaining tasks

Test & review fix, merge.
