Motivation

I would like to add Kent Richards (kentr) as a Core Accessibility Maintainer

We need more help moving ahead accessibility issues in Core. Kent has demonstrated ability, interest and availability.

A topic maintainer is a subject matter expert for a topic that spans multiple subsystems. As such they have an impact on project direction and philosophy. The topic also corresponds to one of the core gates.
