Problem/Motivation

For many and various reasons some sites can't move from Workbench Moderation to Content Moderation. The 3.x branch only works with Content Moderation so the sites stuck on Workbench Moderation are unable to upgrade to Drupal 11.

This was raised on the Workbench Moderation issue queue and larowlan indicated that they were open to getting the 2.x branch to be Drupal 11 compatible.

Proposed resolution

Upgrade the 2.x branch to be compatible with Workbench Moderation 8.x-1.8+ running on Drupal 11

Hmm... And having posted the Issue it reads like I expect @larowlan to be the one doing the work. This was not intended. :)

Local testing on a clean DDEV instance showed mail capture in Mailpit. This is looking functional. :)

Some phpunit fails, looks like I can reasonably cherry-pick the fix from 3.x, giving that a crack

Not worried about phpcs etc
