Move the Save as Draft element next to preview and Save in the Edit content with workflow

Problem/Motivation

Editors and Developers, do not notice the moderation state in the right sidebar when using the Gin admin theme

Proposed resolution

• Move the moderation status to actions when the Gin admin theme.
• Remove the group to the side for moderation status.
• Move moderation status to actions and remove from old location.
• Change the title and order of the submit button.
• Add the Varbase Workflow moderation status theme styling library to fit in with actions.
