• Add Taxonomy Manager to Varbase
• Enable on install
• Manage default configs and default permissions for user roles in Varbase Admin

Proposed resolution

• Add "drupal/taxonomy_manager": "~2" in thecomposer.json file.
• Enable the module in the install: for varbase_admin
• Add permissions for user roles ( any user role can edit or add terms, should have the permission to use the module)
• Add a hook update to enable the module on updating
