Update Inline Entity Form from 1.0-rc15 to 1.0-rc17 and keep needed patches

Proposed resolution

• Change drupal/inline_entity_form to 1.0-rc17 in the composer.josn file.
• Keep the needed patches:
  • #3136514: IEF complex widget: Re-ordering / weight sometimes not updated
  • #3143422: Allow to hide the Edit button in Complex widget

The 2.x and 3.0.x branch has problematic issues.
Keeping the default to the ~1.0 versions and the 8.x-1.x branch.
