Change the CREATE TEST page by Separate the DOWNLOAD UPDATE FEATURE button into SAVE and DOWNLOAD buttons

Problem/Motivation

The Download Feature Update button takes two steps, saving the feature to the Features folder and downloading the feature to the user's computer.

Proposed resolution

Separate the Download Update Feature button into Save and Download buttons.
