Remove Block Content Permissions module from Varbase Core. As of Drupal 10.1.x, it is no longer needed

As of Drupal 10.1.x, the Block Content Permissions module is no longer needed.
#1975064: Add more granular block content permissions
Stated in the Block Content Permissions Drupal project page.

• Remove Block Content Permissions from the 10.0.x branch
• Change permissions following with How to migrate to core permissions
• Change Block Content Permissions to Drupal Core permissions
