#3226763: Add separate permission for administering configuration vs. unblocking users

Permissions were changed:

• access flood unblock changed to flood unblock ips
• access flood control settings page changed to administer flood unblock

Steps to reproduce

Scenario: Check that the Site Admin have access to the flood unblock page
Given I am a logged in user with the "Site admin" user
When I go to "/admin/people/flood-unblock"
And I wait
Then I should see "Flood Unblock"

The text "Flood Unblock" was not found anywhere in the text of the current page.
