Upgrade to D9 [#3195508]

Problem/Motivation

This module is not installable on D9 projects and the rollbar php library is out of date.

Proposed resolution

Update core version requirements.
Update rollbar php library to version 2.

I've created a merge request for this. It's probably best for that branch to become a 9.x version, but it's opened against the 8.x-1.x branch. Setting this to needs review.
