Patch is still not committed to 8.1.x- Dev branch. SO while running composer require on drupal 9 platform it will throw this error. So for checking you can download the module and apply the patch and enable it. When this patch gets committed to 8.1.x-dev branch you can use the composer require it would not throw this error.
