When I try to create a new (custom) entity I cannot create new entities.

This is similar to #3083056: Entity autocreate checkbox for custom entites not working, but select2 also needs the tags option to be set to true.

I think on bundle-less entities it should return the target_type. Would be nice if you could review my PR @ytsurk
