Currently reports of orphaned accounts go to the site email address, however in some cases it might be more appropriate for these to go to a different email address. I am proposing adding a configuration option to specify an alternative email address for these reports to be sent to instead of the site email address.

    I'll self-assign for the moment as it would be useful for us to have this but can't guarantee exactly when I'll be able to write a patch for this, but hopefully I'll be able to do it in the near future.

    Adding this now as-is without tests since no one has cared.

    Added minor tweaks to the form element and removed unnecessary update hook.
