Smooth scroll to section when page loaded with #fragment

First of all, great module! Thanks!

If someone loads a page with the fragment identifier already in the URL bar, it would be a great to have an option to scroll them to the correct section on the page.

Currently the page is loaded at the top and then jumps down to the location, which is jittery and poor UX, compared to the smooth scrolling you get when you click the menu links.
