When adding a Product with Commerce Backoffice inline, the access limit pane is collapsible but open by default.

It might make sense to have the default status collapsed since it adds to the form-in-form complexity (and takes a considerable amount of screenspace). I think download products mostly don't have individual access limits.

Previously the fieldset was uncollapsed for fields without any files.
I do agree it makes sense to always collapse it. Committed a fix.
