Admin can't edit user without editing password

If you go in as an admin and edit a user's account, when you submit, it doesn't allow you save because it wants you to enter a password.

Expected behavior is that if you leave the password fields blank, it doesn't update the password and doesn't prompt you that the password is insecure.
