I have attached patch that includes a module that does this.

This will allow people to style forms and other items to not work until the cookies are allowed.

I have considered adding the javascript to test if cookies are allowed and run that after cookie control allows cookies but before setting the cookies tag.

This does not attach a hook if people are allowed to revoke cookies (which the module does not easily allow.)
