6x-1.23 stopped displaying the referenced block if block-view permission is excluded

BlockReference (untill and including) 6x-1.22 used to work for my purposes perfectly, and now with 6x-1.23 it stopped working.

I'll try to explain this new bug in simple terms. I have a content type which has a Block-Reference field. I use this to embed an FAQ_ask form block which is generated by that module - so that visitors can ask questions about that content. In order to make the UI nice, this referenced block is inside a FieldGroup, which is displayed as "collapsed" by default (people click "Ask a question" and a neat form opens up).
As a result, when viewed inside a fieldset as a referenced block the Anonymous visitors could see it exactly there.

But after the recent upgrade to 6x-1.23 this no longer works because the "Ask a question" block no longer appears as an option within the block references. And the referenced block defaults to .

(I have reverted to 6.x-1.22 until this bug will be fixed)
