Q: Can run a the same migration again with a new XML file with updated content?

A: Yes. It should be possible to rollback the migration and then you have a clean basis to do a new migration.

For example goto /admin/structure/migrate/manage/my_wordpress/migrations : Under "execute" for each one you can "Rollback" then execute. This however would remove any changes or comments that have since been added to those nodes.

You can also do a rollback and replace the file with a new one (manually via an FTP client or the shell). As long as the file is in the same location and have the same name, it should reapply the migration. (This would also wipe out any changes or comments added on Drupal since the first migration).

Q: Can the imported data usually sent to the body field be replaced with a "Paragraphs" bundle?

A: Yes. It is a little complicated but the guide is here. It requires additional modules and changing the YAML file.

Q: Can this be done from WordPress.com (instead of independent, "wordpress.org" sites)?

A: Per here, you go to the "WP Admin" page in WP, then go to the Tools section, then there'll be an Export page that lets you download the XML file.
