Original summary:

When I apply a scale or scale and crop on an animated gif, the result looks weird (see attached screenshot). I'm using the ImageMagick toolkit with ImageCache styles and actions. I think I can fix this using comment # 3 on this imageapi issue

This is a duplicate of #2786435: Support '-coalesce' of Animated GIF image files. See there the reason for won't fix and proposed alternative. Note that with the ImageMagick arguments effect from the Image Effects module, you can easily add these command line arguments as part of an image style.
