Shan Osborn is the Portfolio Lead for the Drupal Capability at Pacific Northwest National Laboratory (PNNL), where she works with a talented team to develop and manage a portfolio of more than 50 websites supporting PNNL, U.S. Department of Energy (DOE), and other federal agency programs. She collaborates with developers, researchers, sponsors, and partners across the laboratory, DOE, the national labs, and other agencies to deliver digital solutions that help move PNNL’s mission forward.
As PNNL’s Web Governance Lead, Shan makes sure the Lab’s websites and applications meet institutional and federal governance requirements. She leads the Website and Application Governance and External Release (WAGER) process and champions best practices for web development, accessibility, and compliance across the organization.
With over 30 years in the research industry, Shan has a strong background in web development, information architecture, governance, content strategy, and technical writing. She provides leadership and strategic advice on Drupal and other web projects, working with colleagues, partners, and sponsors to deliver accessible, reliable, and compliant digital solutions.
Shan is certified as a Scrum Master, Scrum Product Owner, and Agile Facilitator, and she uses these skills to guide cross-functional teams and projects. Her roles allow her to balance innovation with accountability, helping PNNL keep its digital ecosystem strong while meeting changing governance and accessibility standards.
Beyond her technical and governance work, Shan is a core member of the Associated Diverse Abilities @PNNL Team (ADAPT), helping bring awareness, build community, enhance workplace engagement, and create a welcoming environment for all staff.
