• Updates base theme name for sub-theme to kashmir
• Move plugins to a partials so they can included easily by imported using @import "config/**/*";.

- Add JS to blocks, views, etc via scope key.
- If inline CSS is critical, set 'critical-css' key to TRUE and advagg will load the rest of the css via javascript.
