Bug fix: pass $data and $options to the substituted token

New feature: support for the [token:-word] substitution: replace with the substituted token 'word' if the token does not exist.

New local entity revisions are now created as the default revision.

#2923953: Avoid disturbing watchdog log severity for non-disturbing events

This release attempts to fix the SAVE and DELETE failures. Basic unit testing seems to have resolved it.
