#3008350 by volkswagenchick: README - formatting, configs and useful links

The CKEditor toolbar item was removed because the javascript code was able to be condensed into the same file. Thus, the toolbar item that was unnecessary and created an extra step for the user was removed.

Select tags were added to items to account for change.
The javascript action was added to be on change and on input.

This is fixing some problems with files that are not accessible, and also when filtering by tag it does not take into account sets.

• Submission limits can be set to unique (1) for total submissions and user submissions.
• Empty elements can be excluded from the submission view
• Added 'administer webform templates' permission and the ability to manage templates
