#3029960 by scottsawyer: Popup Link breaks when entity loads over ajax

IMPORTANT NOTE: Open popup element type was changed from a link (<a href="..) to a span (<span ...) HTML element.

New Features:

• New module group: Apigee (Experimental). Just like experimental modules in Drupal 8 core sub-modules in this group are provided for testing purposes. Experimental modules allow us to iterate quickly on functionality that may be fully supported in an upcoming release and receive feedback. Backward-compatibility promise is not guaranteed for sub-modules until they are in the Apigee (Experimental) group.

Changes from beta5:
- update GutenbergJS to version 4.0.0-rc.0
- add support for loading block components using *.gutenberg.yml files
- add an example block submodule
- switch Gutenberg Cloud to use jsDelivr as its CDN provider
- various bugfixes

Fix missing medias on retweet content.
