• #3115093 by TwiiK: Ensure the purchased entity exists before trying to resolve its tax rate.

Permission strengthening and Drupal 9 readiness.

This release adds a new permission, Administer Sitewide Alert settings, that must be added to any role that will need to adjust the global settings (available styles, and usage on administration pages).
