This is the First Drupal 9 compatible release for ctools. No features have been added since 3.3, only bugfixes to remove deprecations.

Ctools now requires Drupal 8.7.7+

Thanks to debdatta.sarkar we could make progress with the UI. Some admin links were visible, although users did not have permission.

Fixing minor bug where use statement was listed twice in module file for HTML... many apologies.
