Bug fixes

cms-token and other cms tags are now enabled by default. This is bumped to 3.6 to signal to update the webcomponents module to 3.6 which has a significant default performance boost as well as numerous UX / a11y updates in HAX itself.

PSU CDN (the default option) is now delivered via Amazon Cloudfront and off its proof of concept address.

updb will shift FROM https://webcomponents.psu.edu/cdn/ TO https://cdn.webcomponents.psu.edu/cdn/

The old CDN is being phased out and was an on-prem system vs the new one is a github CI / cloudfront driven workflow.

Version bumped to match D8 version
