Translation hotfix

Fix command discovery and move this entirely to a drush extension.

This won't work as a module anymore.

New beta features:

- fixed typo introduced on 8.x-1.4

This release makes the tests pass. There are minor bug fixes, but it's compatible with current Drupal 8.8, 8.9, and 9.0 release versions!

There will be more API and code style changes coming before it reaches beta.

This is the first D9-compatible release of YAML Content. As it's still only alpha-grade there may be some API changes soon.
