Fixed issue 3141314.

Drupal 9 compatibility. Requires Drupal 8.8.

This release fixes an edge case where a failed autoloading attempt during the bootstrap led to autoloading not working even after the bootstrap was finished.

This release resolves a bug where the banner wouldn't appear if the user was logged out (due to a missing dependency) and adds some extra attributes to the message banner template.
