Fix issues with logic on condition negation and handling multiple boolean fields with an ALL condition.

• Work in progress: Lots of changes preparing for Drupal 9 (removed deprecated code, coding standards improvements)
• resolved dependencies to permissions_by_term in some modules, to make PbT uninstallable
• Changed pipeline scripts to use address data shipped with degov_demo_content instead of geocoding addresses via OSM to avoid false negative BackstopJS tests
