Update info file to use correct format for specifying module dependencies.

After two years of the previous beta with no major issues, I am making a new stable 1.0. This one supports Drupal 8.5.x+ and Drupal 9.

Also upgrades the stripe php library dependency.

Included in this release:

• Some code clean-up, refactoring & bug fixes.
• Issue #3167270: Add an ignore list for config we do not want to enforce.
• Issue #3167274: Make defaults configurable
• Add local task tabs to make navigating between pages easier.
