Fix bug in saml consume controller

• #3169589: Error: Class 'Symfony\Component\Filesystem\Filesystem' not found in bootstrap4_form_system_theme_settings_subtheme_submit()

Bringing this module back to life with a new release, compatible with Drupal 9, implementatin of automatic responses and the prevention of duplicate ids for testing environments using the same merchant ids !
