New feature: link to submission in transaction list

Bug fix: The transaction is always marked as a test in the logs

• Fixed: Dynamic Page Cache caches the assertiveness override incorrectly
• Fixed: Parse aria-label attributes before running link tests
• Tooltips are now inserted and positioned before appearing, preventing scrollbar judder if the flagged element is offscreen.
• Minor refinements to wording in the panel and tooltips.

Address queue not sending to BigQuery

This is the first Beta release for this project. The following functionality is implemented already:

• Results tracking for all Search API searches with associated display
• Click tracking for all search pages created using Views or Search API Pages
• Re-routing all Solr searches through Searchstax’s /emselect handler
