Refactored tooltip alignment.

Adding some hotfixes for string escaping and jQuery. Also, adding the hook_uninstall script and changing the name of the module in .info.yml to SupportChat.

This is the Drupal 9 compatible release. I've also removed the Jquery UI Core requirements and put the libraries in the module itself.
