- Rearrange the placement of buttons and fields in the Layout tab > sidebar
- Instead of going to the view page when you create a new landing page, we want them redirected straight to the Layout page.
- Rename the Layout tab title to Build

After a change in the OOP hooks, the install hook didn't work anymore. This has been fixed.

Makes sure creating new site settings is bolted down based on existing settings (multiple or not, check for an identical domain context site setting)
