fix: #3522938: Invalid config after running y_lb_article_update_91004: Enable lb_related_articles_blocks in update hook to fix config dependencies

Adjusted default group permissions to have updated keys for permissions scope changes that occurred somewhere in 2.x and became an issue with Drush 13. on install.
