#238784: incorrect calls user_access()

This is a "brown paper bag release".

Update includes a translatable fix, and a fix for a URL issue that affects sites where drupal is installed in the docroot.

New features:
- Added an upgrade path for users of the 4.7.x and early 5.x versions.

Bugs fixed:
- #194862: Fixed hook_nodeapi(). See http://drupal.org/node/194862#comment-774337 for details.
- Added some short circuit logic to hook_form_alter().
- #236344: Fixed comparing filtered teaser with unfiltered body (and vice versa).

this bugfix release is completely based on javascript fixes. If you are not experiencing any javascript problems, you do not need to update.

- fixed single quote problem in hebrew kb translations.
- fixed un-event implementations for jquery 1.1.x
- implemented delayed integration for tinymce and fckeditor to solve the invisible browse button issues. users still having the issue may adjust the cycles or delay times in imce_set_fck.js and imce_set_tinymce.js
- added support for tinymce v3.

Fixed PHP start tags, a typo and a bit of CSS.

Latest working version for Drupal 5.x. The previous release would not show up in your module list due to a missing file.
