Fixed validation bug in update account

Final bugfix series for migrating phpbb 2.x to Drupal 5.x. Some of the issues fixed:

#204021: Do not import duplicate Private Messages
#67068: Encoding change during the migration.
#114451: Topics imported with HTML entities escaped
#216428: Incorrect ordering of topics in forums (topics with 0 posts come first)

Better handling of 'svn' invocations in order to fix #227446: exec statements and get more info on #227560: VCS Repository settings Not finding repository.

Fixed function that required PHP 5.
