Bug fixes

Fixed important bug where a function call was named incorrectly.
Removed unnecessary testing watchdog calls.

- better admin/build/block style.
- fix footer region location.
- tricky hack: don't display header-region if empty, fix buggy IE7 display.

- sync update with 6.x-1.x-dev.

Fixed regression i.e. #211901 and #212092.

As of December 6th, 2010, the 5.x branch is no longer supported.

- Fixed a bug that manifested itself when posting comments (see #251367).
- Cosmetic fix, added margin below the start watching link so that the link
to the user's binder is displayed nicely.
