• Added patch to Libraries module to include support for PHP 7

• Fixed the javascript include so it's now always below the external haystack library

The migrate_plus module extends the core migration system with API enhancements
and additional functionality, as well as providing practical examples.

The third beta release includes a number of improvements and bugfixes, including a number of improvements that were ported from 7.x-2.x.
