Issue #2942202: Initial structure for [Vartheme] theme as a stand-alone theme.

As from Varbase 8.x-4.15, Vartheme will not be in Varbase core. and it will be maintained by this project.
For this release, we do have Vartheme 8.x-4.14, which is the same vartheme when it pushed with Varbase 8.x-4.14.
