Port of the 7.x version with extensive internal refactoring. Some functionality like language mapping has been moved from salsa_entity.

- Removed hook_uninstall() because password stored in cofniguration now.
- Improved code quality.
- Removed todo for order cart, Sberbank deprecate it.
- Added hook_commerce_sberbank_acquiring_register_order_alter() for customization of additional parameter during order registration.
