Resolves the following issues:

• Drupal core 8.6.0 and later is now required.
• Replaced Panels and Panelizer with Layout Builder (Issue #2952620)
• The Landing page content type now supports automatic URL aliases with Pathauto out of the box. (#37)
• Certain infrequently-used blocks are now hidden by default in the Layout Builder. (#35)
