Issue #2983480 by mferanda: Add value formatter/style/parser abilities and change row/col span

This change adds rowSettings aggrid config entity item for the JSON header. The new rowSettings includes many new features that allows for row defaults, per row settings, and per cell settings. Styles, enable, autocalculation, formatting and more.

Examples and documentation will be added in the future.

Also fixed a bug where license was causing an error when aggrid wasn't set to enterprise.

Added full views integration.

Added functional test, simplified configuration keys and added a block schema.
