New features

Added a minimum words for suggestions configuration setting, (requested by @nickvanboven in #2943266 for 8.x).

Fixed the delivery callback not found errors, (requested by @pglatz in #3013464).

First version of the module. It contains:
1) An admin interface to configure the connection to the API and the block.
2) The block that loads the data from Savings United API.

This is the first beta release.
Now pager is a plugin so everybody can add own pager template. Basically, the module provides 2 pager plugins, 'counter' and 'thumbnails'.
