First release. Creates Xero contacts from new Drupal users, or matches them if they already exist on Xero based on their email address.

• POSTing contacts with Drupal queue.
• Dispatching an event in case we want to customize the data sent via code.
• Integration with advancedqueue for managing failures and retries.
