WIM CVDR improvement

In the last WIM release, we implemented the CVDR module. We have added the following two improvements:

• When retrieving the results from a XML it returns HTTP URLs even when the URL is accessible through https. We added a check to see if the URL is available on HTTPS and use it.
• The CVDR now prefers the official title above the regular title.

Implement CiviMail Digest scheduler with the option to configure a mail notification to validators or to send the digest automatically on a weekly base to CiviCRM Groups.
