Added dcat_export (sub)module.

1. Moved logic from 'viewElements' to 'getEntitiesToView' for better performance.
2. Added 'Single media thumbnail' formatter, that does the same things but with "Media" field. This formatter extends media thumbnail formatter.

• Handled API Request Signing feature.
• Standardize the code as per Drupal coding standard reported.

Made progress on Niobi Resource - we have 3 basic resource types for groups, and now need to finish work on departments.

Update installation scriptto resolve an issue with user picture.
